Tracking what counts: European donor support for sexual and reproductive health and rights in 2022-2023 | Aidos

The new Report from Countdown2030, a consortium of 15 European organizations committed to the advancement of health and sexual and reproductive rights that Aidos is part of, shows that in 2022 14 European donors have prioritized investments in this sector.

While the level of financing for sexual and reproductive health and family planning (SRH/FP)* has increased significantly (+14%, for a total of 1.622 billion euros), the level of financing for sexual and reproductive rights (SRHR)** was generally maintained at the same level as the previous year (2.889 billion euros). European countries’ annual Official Development Assistance (ODA) related to health and sexual and reproductive rights could be still significantly increased. In 2022, individual European donors allocated between 0.3 and 4.8% of their ODA to sexual and reproductive health and family planning and between 1.0 and 5.9% of their ODA to sexual and reproductive rights.

In 2022, Italy provided almost 36 million euros for sexual and reproductive health and family planning (SRH/FP), doubling almost the investment in 2021, thus increasing its share of official development assistance (ODA) allocated to SRH/FP from 0.3% in 2021 to 0.6% in 2022. This increase came mainly from supporting specific multilateral programs and activities in humanitarian contexts. Italy finances sexual and reproductive health and family planning mainly through the multilateral channel (79%).

In 2022, Italy’s contributions to health and sexual and reproductive rights (SRHR) reached almost 72 million euros, equivalent to 1.1% of Italy’s total ODA in 2022 with an increase of 42% compared to the previous year. This difference is mainly due to Italy’s commitment to programs aimed at the prevention of sexual and gender-based violence (SGBV) and the fight against HIV/AIDS. Italy allocates to these two sectors almost the same amount it allocates just for SRH /FP.
