In a global context in which progress in the area of sexual and reproductive health and rights (SRHR) as well as the role of international cooperation have been strongly challenged, this paper analyzes the level of policy ambition of the European Commission in promoting SRHR through bilateral cooperation and examines the extent to which policy commitments in this area have been translated into concrete funding opportunities in partner countries. The report builds on the analysis conducted in November 2023 by the Countdown2030 consortium, of which Aidos is a member, on the first two years of implementation of the European Neighbourhood, Development and International Cooperation Instrument (NDICI). This updated edition covers the period October 2023-October 2025 and aims to inform public policy makers and stakeholders working in the SRHR field during the final stages of the NDICI’s current cycle, as well as to present considerations and recommendations for the next cycle, which will fit within the 2028-2034 Multiannual Financial Framework (MFF).
